Hey man somebody brought up the question "if we payed for PT Deluxe, would we have to buy the new game if Mike reconfigures the entire artillery engine?"

Its a good question. If he makes a whole new engine instead of continueing to upgrade Pocket Tanks Deluxe, there shall be sadness.

In answer, I don't know. I imagine if it is marketed as a new game, and plays as a separate game, rather than an upgrade, then it would be sold as a separate purchase as well. My reason for thinking this is that if he's treating this as a different game, he will continue to support both Pocket Tanks and the new game separately.
